I desire to put into the record a memorandum from Capt. Knapp regarding the drift of ice on and near the Grand Banks, submitted by the Hydrographic Office May 13, 1912.

I submit for the record also a letter addressed to Senator Perkins, transmitted to the committee, concerning certain backing trials of the battleships Delaware and North Dakota at the time these vessels were running, ahead at about 21 knots speed.
